Biography

Kisha D. Skipper is a native New Yorker and a proud Westchester County resident of more than twenty years. She is the mother of two sons, Kyle, who currently serves in the United States Marine Corps, and Kory, a young activist committed to community advocacy. Kisha’s dedication to public service is rooted not in ambition, but in responsibility and lived experience.

After the untimely loss of her parents, Kisha was raised by her great-grandmother, who instilled in her the values of civic engagement, resilience, and service at an early age. A lifelong member of the Democratic Party, her great-grandmother remains civically engaged at 98 years old, an enduring example that shaped Kisha’s lifelong commitment to community, democracy, and public service.

Kisha is a graduate of West Virginia State University, where she earned dual degrees. She brings more than 25 years of professional experience in the finance industry, with a career that includes work in collateralized debt obligations and global research procurement for major organizations such as Deutsche Bank, Citigroup, IBM, and Turner Logistics, a subsidiary of Turner Construction.

Her public service experience spans government, labor, and elections. Kisha served as an aide to the Yonkers City Council and also worked as an election technician with the Westchester County Board of Elections. She was an active labor leader with CSEA Local 860 Unit 9200 and also served as a delegate to the Political Action Committee of the Westchester–Putnam Central Labor Body.

lifelong Democrat, Kisha has been deeply involved in grassroots organizing for decades. She has volunteered on more than three dozen political campaigns at every level of government and has been elected as a County Committee member in multiple Yonkers wards.

Kisha is widely recognized for her leadership and advocacy. She most recently served as President of the NAACP–Yonkers Branch and President of the PTSA at Yonkers Montessori Academy. Her leadership roles have also included President of the Westchester Black Women’s Political Caucus–Yonkers Chapter, Sergeant-at-Arms of the countywide organization, executive board member of the Black Democrats of Westchester and the Aquehung Democratic Women’s Club, and President of the Board of Directors of the YWCA of Yonkers.

She has also served on the boards and in leadership capacities with the National Council of Negro Women- Hudson Valley Section, Community Voices Heard, with affiliations with the League of Women Voters, Westchester United Women, and the Hudson River Community Association. Appointed to the Westchester County African American Advisory Board, Kisha also chaired the African American History in Westchester Commemoration Committee.

In 2020, Kisha survived a debilitating battle with COVID-19 that left her oxygen-dependent and limited in mobility for an extended period. Even during her recovery, she continued to advocate for equity in education and healthcare, affordable and accessible housing, and environmental justice. She also served on the Climate Safe Yonkers Task Force and continues her participation in both the air quality and flood mitigation working groups, supporting local efforts to address climate change.

Kisha D. Skipper is running for the Westchester County Board of Legislators to represent the 15th Legislative District because she believes leadership must be grounded in service, compassion, and results. With decades of experience, deep community roots, and an unwavering commitment to equity and opportunity, Kisha is ready to serve and ready to deliver.
